This is part of the constitution I had drafted for MSA:
Article 1 – Introduction
Section 1: Name
The name of this organization shall be Malaysian Students Association of Nizhniy Novgorod State Medical Academy (MSA of NNSMA).

Section 2: Authorities recognizing MSA of NNSMA
1.2.1. Malaysian Embassy in Moscow
1.2.2. Nizhniy Novgorod State Medical Academy (NNSMA)
1.2.3. Foreign Students Admission Faculty of NNSMA
1.2.4. NNSMA Hostels Administration
1.2.5. Malaysian Medical Council (MMC)
1.2.6. Malaysia’s Public Service Department (PSD) or Jabatan Perkhidmatan Awam Malaysia (JPA)
1.2.7. Majlis Amanah Rakyat (MARA)
Article 2 – Purposes
2.1. To protect the interests of Malaysian students studying in Nizhniy Novgorod State Medical Academy.
2.2. To maintain liaison with the Federal Government of Malaysia by means through His Excellency the Ambassador of Malaysia to Russian Federation or directly to the Federal Government of Malaysia itself.
2.3. To represent the Malaysian students to higher authorities, acting as the mediators between students and authorities.
2.4. To promote friendship and co-operation among its members and the student body of the academy as whole.
2.5. To foster social-cultural activities that promote, encourage and reflect the Malaysian way of life.
2.6. To assist and promote the welfare of its members and the new incoming Malaysian students to NNSMA.
Article 4 – The MSA Committee
The MSA Committee shall consist of Executive Board Committee members and Non-executive Committee members.
The Executive Board shall consist of President, Vice President, two treasurers and two secretaries.
The Non-executive Committee will assume portfolios: Welfare bureau, IT and Media Bureau, Sports Bureau, Hostel Representatives, and Batch Representatives.
Section 1: Powers and Duties of the Executive Board Members
1.1. The President
1.1.1. The President shall be the official representative of MSA, in all student, faculty and administrative matters.
1.1.2. The President shall preside over all meetings of MSA, both public and private.
1.1.3. The President shall have the power to call meetings of MSA Committee and Executive Board.
1.1.4. The President shall have the power to form committees in order to perform tasks specific to an event and to appoint their respective members.
1.1.5. The President shall have the power to create policy for the MSA.
1.1.6. The President shall maintain solid financial situation and ensure positive funding for all events.
1.1.7. The President shall be aware of all communications and transactions made between MSA and other parties.
1.1.8. The President shall be signing all official documents, receipts, letters that are required for official dealings of MSA.
1.1.9. The President shall perform or delegate all duties not specifically outlined in this constitution as required by MSA.
1.1.10. The President shall use his or her own judgment capacity on matters which require immediate attention or in a stalemated situation.
1.1.11. The President shall be present in at least two-thirds of the meetings.
1.1.12. The President shall address a speech at the Annual General Meeting.
1.1.13. The President shall conduct new elections, under his own supervision, in case he vacates the post of the President, due to any reason.
1.1.14. The President shall automatically be the Advisor of MSA for a maximum of one year upon stepping down. Special Provision for MSA Advisor:
22.214.171.124. This post may be held by any of the previous MSA committee members and first priority is given to the preceding MSA President.
126.96.36.199. The incumbent MSA President may appoint up to four advisors. The council of advisors shall be formed. Their power and responsibilities shall be determined by the MSA President.
188.8.131.52. The advisor shall be responsible for aiding the current MSA committee by introducing the body of personnel to higher authorities.
184.108.40.206. The advisor shall be responsible to advise the committee members on the plans, policy, tasks and powers of MSA.
220.127.116.11. The advisor may also advise the financial aspects of the MSA, but may not block any transaction made by the current board.
18.104.22.168. The advisor may attend MSA meetings, but his/her vote is not accorded if any motions/proposals are tabled by the committee.
22.214.171.124. The term of the advisor shall end upon his/her graduation or the end of one-year term, whichever comes first.
1.2 The Vice President
1.2.1. The Vice-President shall perform all duties of the President in the absence of the latter.
1.2.2. The Vice-President shall perform all duties assigned to him/her by the President.
1.2.3. The Vice-President shall have the power to call an emergency meeting of the Executive Board.
1.2.4. The Vice-President shall oversee committee and activities.
1.3. The Treasurers
1.3.1. The Treasurer shall be responsible for, and maintain the records of, all financial transactions and matters of MSA, and present them to any member of the community upon request.
1.3.2. The Treasurer shall collect association dues.
1.3.3. The Treasurer shall safeguard the assets of MSA.
1.3.4. The Treasurer shall perform all duties assigned to him/her by the President.
1.3.5. The Treasurer shall prepare the budget and complete all the monetary requisitions.
1.4. The Secretaries
1.4.1. The Secretary shall maintain accurate and complete minutes of all MSA meetings and distribute a written copy to any common member upon request.
1.4.2. The Secretary shall be responsible for all correspondence of MSA.
1.4.3. The Secretary shall perform all duties assigned by the President.
1.4.4. The Secretary shall take the place of the President and the Vice-President in the event of their absence.
1.4.5. The Secretary shall be responsible for handling any written correspondence of MSA.
1.4.6. The Secretary shall be responsible for maintaining student personal data and keeping it well in a filing system.
1.4.7. The Secretary shall notify all committee members of MSA meetings and events at least 24 hours in advance in the form of written communication.
1.4.8. The Secretary shall notify members of the Executive Board about its meetings at least 24 hours in advance in the form of written communication.
